A top list of the most interesting laws that were executed over the past winter of 2024

Is 24 allowed laws a lot or a little? Which spheres did they affect? How will they affect everyday life? Let’s figure it out here and now.

Based on examples from previous years: in 2022, 29 laws were introduced in period of January-February, and in 2023 it was 37. I want to draw attention to the fact that 20 of the newly accepted laws are mostly changes and addings to the existing ones.

One of them is Law №3-FL 2024: “On Amending Article 236 of the Labor Code of the Russian Federation”. Changes have been made to the first part of the article, addressing the issue of delayed wages. Now, the employer is required to pay the employee interest compensation for late payment if the employee’s right to compensation has been proven in court. The law also says that “the monetary compensation must be at least 1/150 percent of the current Central Bank of Russia rate on the amounts accrued but not paid on time and/or not accrued on time.”

The changes also affected the Federal Law “On State Regulation of Production and Circulation of Ethyl Alcohol, Alcoholic and Alcohol-Containing Products, and Restriction of Consumption (Drinking) of Alcoholic Products”. From now on, as of February 14, regions have been allowed to restrict the sale of alcohol in public catering establishments or completely prohibit it if they are located in apartment buildings or adjacent territories.

An important law is also the one about raising the upper age limit for military service from 27 to 30 years. Despite this, the lower age limit remains the same – 18 years. “Parliamentary Newspaper” reports that “The next military draft in Russia will start in October. This will be the last campaign that will follow the old rules.”

A significant law, accepted on January 5th, is the authorization for emergency medical personnel to perform medical interventions without the consent of citizens if necessary to save a life. “If a person has called for doctors, they need medical help. Doctors have always said this – they are losing time, and sometimes it costs a person’s life,” believes the speaker of the Federation Council Valentina Matviyenko.
