He also separately noted that the moratorium was imposed in the framework of obligations to the Council of Europe. The Constitutional Court refused to comment the speaker’s statements “because in the context of discussing this issue in today’s situation, the question may be subject to consideration by the Constitutional Court of the Russian Federation.”
