“Safe City”: the situation in Kazan should not be repeated

On May 15, the children from the Moscow regional Team of the Big Change competition attended the International Scientific and Practical Conference «Safe City» 2021: Prospects for Building and Development. 

At this time, the final of the VIII All-Russian competition for first Aid and psychological support «The Human Factor» was held on the territory of «the Patriot Culture Park. Student League». The stage consisted of three tasks: solving first aid-related test tasks, demonstrating their first aid and psychological support skills, and then the teams were required to teach the audience how to properly provide first aid.

The winners and prize-winners of each team were awarded the medal of the Ministry of Emergency Situations of Russia «For the promotion of rescue work». 

At the conference, typical security problems were presented, as well as solutions of the agro-industrial complex «Safe City». It was proposed to create a centralized, integrated system based on the synchronicity of government actions and the formation of common technical requirements and a single technical policy. 

Participants were able to ask their questions and learn about creating a comfortable and safe urban environment. The issue of the tragedy in Kazan was raised. On May 11, a terrible tragedy occurred: a 19-year-old graduate of Gymnasium 175, Ilnaz Galyaviev, came to the school and staged a mass shooting, as a result of which 9 people were killed and 30 were injured.

Oksana Valerievna Yakimyuk, general designer of the hardware and software complex «Safe City», commented on this situation exclusively for The Kremlin:

“If «Safe City» works really, and not declaratively, then such situations can be avoided. One security guard or a janitor at the entrance will not be able to stop the attacker. But a signal sent in advance by a “smart” camera that a person with a gun is coming to the appropriate services will be able to prevent a terrorist attack ,which is called “on the way”. And, of course, as scary as it is to say, but children need to be trained to react correctly. The child will know better how to react in such situations, and such a situation will not happen in his life at all. Than he will not know how to react, how not to panic, how to wait for help, which will definitely come, where to call first, and will not commit actions that will aggravate the situation, as happened in Kazan, when we lost two children who jumped out of the classroom window in a panic, where the attacker did not even reach. To educate and protect is the task of adults who implement the «Safe City».”
