Deputy of the Moscow City Duma Dmitry Loktev appealed to the prosecutor’s office with a demand to check the activities of the leadership of the Moscow branch of the Communist Party, in particular, Valery Rashkin, for corruption abuses. Dmitry believes that law enforcement agencies should check Rashkin for the use of his position, “as a result of which a scheme was created to withdraw budget funds from the budget of the Moscow City Duma.”

Loktev said that the Communist party of RF could have appropriated the funds allocated for the payment of deputies ‘ assistants, and sent a corresponding request to law enforcement agencies, which he later wrote on his Facebook page. 

“After reading the received document, I was outraged by the presence in it, in my opinion, a number of illegal items, ” Dmitry wrote. “According to the instructions of Valery Rashkin, candidates running for the Moscow City Duma in single-member districts were required to “give” two rates of state assistants to the city committee. In fact, they will not perform their duties, but will work in the City Committee of the Communist Party of the Russian Federation. And also half of the prize fund should be given to the fund of the Moscow City organization of the Communist Party of the Russian Federation. This is a scheme to withdraw budget funds from the budget of the city of Moscow in favor of the Moscow city organization of the Communist Party of the Russian Federation, ” — he stressed.

 It’s noteworthy that earlier Dmitry was expelled from the Communist Party faction along with the deputy of the Moscow City Duma Elena Shuvalova. But as RT writes, even before their exclusion from the faction of Loktev and Shuvalov, they demanded to provide them with a Provision on the Communist Party faction in the Moscow City Duma. According to the deputy, the document was “hidden” from the parliamentarians for a long time.

Pavel Danilin, a director of the Center for Political Analysis, commented on the events for the RT TV channel, that with each such scandal, the party’s position in the political arena of the country becomes weaker. Most of all, the Moscow branch suffers, from which the supporters break away. 

“In the run – up to the elections, such scandals are unprofitable for the Communist Party,” — the expert concluded. 

This means that the chances of a Communist victory in the State Duma elections are decreasing.
