On 22 November 2022, the State Duma unanimously adopted in its second reading a bill banning the promotion of gender reassignment, paedophilia and non-traditional attitudes and preferences in film, literature, social media, media and advertising.

More than 400 deputies, including the leaders of all the factions, agreed to the amendments.

«We are not banning this phenomenon and it is stupid to do so, whether we like it or not, but it exists. The task is to make sure that the propaganda is stopped. Our sanctions are more than substantial. The task is not to take people to a trench and shoot them, but to make sure there is no propaganda», —  said State Duma deputy Alexander Khinstein.

Websites that violate the amendments and disseminate information harmful to children’s health and development will be banned and then blocked. On audiovisual services, information will be available using a code confirming the user’s age. An amendment banning the promotion of violence and LGBT in video games was rejected.
