On November 7, in an interview for the Public Television of Armenia, Nikol Pashinyan announced the resumption of the military conflict in Nagorno-Karabakh under the ceasefire conditions, which compromises the work of Russian peacekeepers in the area.

According to the Prime Minister of Armenia, the “deaths of soldiers in Artsakh” as well as the blocking of the communication indicate a violation of the trilateral statement on Karabakh by Azerbaijan. Pashinyan expressed the need for a comprehensive investigation.

The Prime Minister recalled the paragraph of the statement of November, 9 which refers to the right of Armenians to return to the Shushi and Gadrut regions of Nagorny-Karabakh. Pashinyan pointed out that this right of the people has not yet been realized.

In the autumn of 2020, in the Nagorny Karabakh region, a month and a half, fighting took place between Armenia and Azerbaijan, as a result of which the territories of Shusha and Gadrut district came under the control of Azerbaijan. The conflict ended on November 9 with a joint statement by the warring countries and Russia (as a peacemaker). The Armenian and Azerbaijani troops remained in possession of the positions received and then some territories crossed into the Baku control zone. Russian peacekeepers carried out their activities on the line of contact between the two countries. One point of the statement suggested that the opponents should have a general exchange of prisoners. However, in an interview, Nikol Pashinyan stated the unwillingness of the Azerbaijani side to implement the agreement.

“We have repeatedly stated that the processes of demarcation and delimitation, the settlement of the Karabakh conflict, and the opening of regional communications are separated from each other, – stated the leader of the Cabinet.

Pashinyan recalled his May statement, his readiness to sign a document with Russian proposals on the territorial delimitation in the disputed region, and the “internal political commotion” that rose after it.

“We highly appreciate the work of Russian peacekeepers. Their role in ensuring security in Nagorno Karabakh is exceptional. This should be noted”, – the Prime Minister finished.
